Confession and Question Determining Divine Sovereignty

Christian faith confesses concerning divine power and will in the world: In all things, the triune God is the subject of every virtuous verb.

The immediately arising question is what problematizes matters in a fallen world of sin, violence, and death: Is this same God also the subject of some or all vicious verbs?

The answer to that question seems to determine exactly where one falls on the issue of divine sovereignty.

Update: Garrett weighs in: "I feel like the question to ask separating the two positions are: Do you believe God's rule is presently de facto or de jure? Is it de facto even now or is it de jure waiting to be made de facto?"
